党(dang)的(de)十九届(jie)五中全会(hui)(hui)审议通(tong)过的(de)《中共中央关于制定国民经济(ji)和(he)(he)社会(hui)(hui)发(fa)展第十四个(ge)五年规划和(he)(he)二〇三五年远景(jing)目标的(de)建议》,对新发(fa)展阶段优先发(fa)展农业农村(cun)、全面推(tui)进乡村(cun)振兴作出总体部(bu)署,为(wei)做好当前和(he)(he)今后一个(ge)时期(qi)工作指明了方向。

  十三五时期,现代农业建设(she)取得(de)重大(da)进展,乡村振(zhen)兴实现良好(hao)开局。粮食年产(chan)量连续保持在1.3万亿斤以上,农民人均收入较(jiao)2010年(nian)翻一番多。新(xin)时代(dai)脱贫(pin)(pin)(pin)(pin)攻坚(jian)目(mu)标(biao)任务如期完(wan)成(cheng),现(xian)行标(biao)准下农(nong)(nong)村(cun)贫(pin)(pin)(pin)(pin)困人口全部脱贫(pin)(pin)(pin)(pin),贫(pin)(pin)(pin)(pin)困县(xian)全部摘(zhai)帽,易地扶贫(pin)(pin)(pin)(pin)搬迁任务全面完(wan)成(cheng),消除了(le)绝对(dui)贫(pin)(pin)(pin)(pin)困和(he)区域性整体贫(pin)(pin)(pin)(pin)困,创造了(le)人类减贫(pin)(pin)(pin)(pin)史上的奇迹。农(nong)(nong)村(cun)人居环(huan)境(jing)明显改善,农(nong)(nong)村(cun)改革向纵深(shen)推进,农(nong)(nong)村(cun)社(she)会保(bao)持和(he)谐(xie)稳定,农(nong)(nong)村(cun)即将同步实现(xian)全面建成(cheng)小康社(she)会目(mu)标(biao)。农(nong)(nong)业农(nong)(nong)村(cun)发展取得新(xin)的历史性成(cheng)就,为党和(he)国家战胜(sheng)各种艰难险阻、稳定经济社(she)会发展大局,发挥了(le)压舱(cang)石作用。实(shi)践证明,以习近(jin)平同志(zhi)为核心的党(dang)中(zhong)央驰而不息重农强(qiang)农的战略(lve)决策完全正确,党(dang)的三农得到亿万农(nong)民衷心拥护。

  十(shi)四(si)五时期,是乘势而上开启全(quan)面建(jian)设(she)社会(hui)主义现代(dai)化国(guo)家新征程、向第(di)二个百年(nian)奋(fen)斗目标进军(jun)的(de)第(di)一个五年(nian)。民族要复(fu)兴,乡村必振兴。全(quan)面建(jian)设(she)社会(hui)主义现代(dai)化国(guo)家,实现中华(hua)民族伟(wei)大复(fu)兴,最(zui)艰巨最(zui)繁重的(de)任(ren)务依然在(zai)(zai)农村,最(zui)广泛最(zui)深(shen)厚的(de)基础依然在(zai)(zai)农村。解(jie)决好发展不平衡(heng)不充分问(wen)题,重点(dian)难点(dian)在(zai)(zai)三农,迫切需要补齐(qi)农业农村短板弱项,推(tui)动城(cheng)乡协调发(fa)(fa)展;构建新(xin)发(fa)(fa)展格局,潜力后劲在三(san)农(nong),迫切需要(yao)扩大农村需求,畅(chang)通城乡经济循环;应对国(guo)内外各种风(feng)险挑战(zhan),基础支撑在三农,迫切需要稳住农业基本盘,守好三(san)农基础。党中(zhong)央认为,新(xin)发展阶(jie)段三农工作(zuo)依(yi)然(ran)极端重要,须臾不(bu)可放松,务必抓紧抓实。要坚(jian)持把解决好三农问题作(zuo)为全(quan)党工作(zuo)重中(zhong)之(zhi)重,把全(quan)面推进乡村振兴(xing)(xing)作(zuo)为实现中(zhong)华民族伟大复兴(xing)(xing)的一(yi)项重大任(ren)务,举(ju)全(quan)党全(quan)社会(hui)之(zhi)力加(jia)(jia)快农(nong)(nong)业(ye)农(nong)(nong)村现代化(hua),让广大农(nong)(nong)民过上更加(jia)(jia)美好的生活(huo)。

  一、总体要(yao)求

  (一)指导思想(xiang)。以习(xi)近平新时代中(zhong)(zhong)国特色社会主义思想(xiang)为指导,全(quan)面贯(guan)彻党的十九大和十九届(jie)二中(zhong)(zhong)、三中(zhong)(zhong)、四中(zhong)(zhong)、五中(zhong)(zhong)全(quan)会精神(shen),贯(guan)彻落实中(zhong)(zhong)央经济工作会议精神(shen),统筹推进五(wu)位一体(ti)总体布局(ju),协调推进(jin)四个(ge)全面战略(lve)布局,坚定不移贯彻新发展理念(nian),坚持(chi)稳中(zhong)求进工作(zuo)总基调(diao),坚持(chi)加强党对(dui)三(san)农工作的全(quan)(quan)面(mian)领导,坚(jian)持(chi)农(nong)(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)(nong)村优先发(fa)(fa)(fa)展(zhan),坚(jian)持(chi)农(nong)(nong)(nong)(nong)业(ye)现(xian)代(dai)(dai)化(hua)(hua)(hua)与农(nong)(nong)(nong)(nong)村现(xian)代(dai)(dai)化(hua)(hua)(hua)一体设(she)计、一并推(tui)进(jin)(jin)(jin),坚(jian)持(chi)创(chuang)新(xin)驱动(dong)发(fa)(fa)(fa)展(zhan),以推(tui)动(dong)高质量(liang)发(fa)(fa)(fa)展(zhan)为主(zhu)题,统筹发(fa)(fa)(fa)展(zhan)和安全(quan)(quan),落实加快(kuai)构建新(xin)发(fa)(fa)(fa)展(zhan)格局要求,巩(gong)固和完(wan)善农(nong)(nong)(nong)(nong)村基本经营制(zhi)度(du),深入推(tui)进(jin)(jin)(jin)农(nong)(nong)(nong)(nong)业(ye)供(gong)给(ji)侧结构性改革,把乡(xiang)(xiang)村建设(she)摆(bai)在社会主(zhu)义现(xian)代(dai)(dai)化(hua)(hua)(hua)建设(she)的重要位置,全(quan)(quan)面(mian)推(tui)进(jin)(jin)(jin)乡(xiang)(xiang)村产业(ye)、人才(cai)、文化(hua)(hua)(hua)、生(sheng)(sheng)态、组织(zhi)振兴(xing),充分发(fa)(fa)(fa)挥(hui)农(nong)(nong)(nong)(nong)业(ye)产品供(gong)给(ji)、生(sheng)(sheng)态屏障、文化(hua)(hua)(hua)传(chuan)承等(deng)功能,走中(zhong)国特色社会主(zhu)义乡(xiang)(xiang)村振兴(xing)道路,加快(kuai)农(nong)(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)(nong)村现(xian)代(dai)(dai)化(hua)(hua)(hua),加快(kuai)形成工农(nong)(nong)(nong)(nong)互(hu)(hu)促、城乡(xiang)(xiang)互(hu)(hu)补、协调发(fa)(fa)(fa)展(zhan)、共(gong)同繁荣的新(xin)型工农(nong)(nong)(nong)(nong)城乡(xiang)(xiang)关系,促进(jin)(jin)(jin)农(nong)(nong)(nong)(nong)业(ye)高质高效、乡(xiang)(xiang)村宜居宜业(ye)、农(nong)(nong)(nong)(nong)民富裕富足,为全(quan)(quan)面(mian)建设(she)社会主(zhu)义现(xian)代(dai)(dai)化(hua)(hua)(hua)国家(jia)开好(hao)局、起好(hao)步(bu)提供(gong)有力支撑。

  (二)目标任(ren)务。2021年,农业供给侧结构性改革深入推(tui)进,粮食播种面(mian)积保持稳(wen)定、产(chan)量达到1.3万亿斤以上(shang),生猪产业(ye)平(ping)稳发展,农产品质量和食品安(an)全水(shui)平(ping)进一步(bu)提高(gao),农民(min)收(shou)入增长(zhang)继续快于城(cheng)镇居(ju)民(min),脱贫(pin)攻坚成果持(chi)续巩固(gu)。农业(ye)农村(cun)(cun)现代(dai)化规划启动实(shi)施,脱贫(pin)攻坚政策体系和工作机制同(tong)乡村(cun)(cun)振兴有(you)效衔接(jie)、平(ping)稳过渡,乡村(cun)(cun)建设行动全面启动,农村(cun)(cun)人(ren)居(ju)环(huan)境整(zheng)治提升(sheng),农村(cun)(cun)改革重点任务(wu)深入推进,农村(cun)(cun)社会(hui)保持(chi)和谐稳定。

  到2025年,农(nong)(nong)业农(nong)(nong)村(cun)(cun)现(xian)代(dai)化(hua)(hua)(hua)(hua)取得(de)(de)(de)重(zhong)要进(jin)展(zhan)(zhan)(zhan),农(nong)(nong)业基(ji)(ji)础(chu)设施现(xian)代(dai)化(hua)(hua)(hua)(hua)迈上(shang)新台阶,农(nong)(nong)村(cun)(cun)生(sheng)(sheng)(sheng)活设施便利化(hua)(hua)(hua)(hua)初(chu)步(bu)实现(xian),城乡(xiang)基(ji)(ji)本公共(gong)服(fu)务(wu)均等化(hua)(hua)(hua)(hua)水平明(ming)(ming)显提(ti)(ti)(ti)高。农(nong)(nong)业基(ji)(ji)础(chu)更(geng)加稳固(gu),粮食(shi)和(he)重(zhong)要农(nong)(nong)产(chan)(chan)品(pin)供应保障更(geng)加有力(li),农(nong)(nong)业生(sheng)(sheng)(sheng)产(chan)(chan)结构和(he)区域布局明(ming)(ming)显优化(hua)(hua)(hua)(hua),农(nong)(nong)业质量效益和(he)竞争力(li)明(ming)(ming)显提(ti)(ti)(ti)升,现(xian)代(dai)乡(xiang)村(cun)(cun)产(chan)(chan)业体系基(ji)(ji)本形(xing)成,有条(tiao)件的地区率先(xian)基(ji)(ji)本实现(xian)农(nong)(nong)业现(xian)代(dai)化(hua)(hua)(hua)(hua)。脱贫攻坚成果巩固(gu)拓(tuo)展(zhan)(zhan)(zhan),城乡(xiang)居民收入(ru)差距持续(xu)缩小。农(nong)(nong)村(cun)(cun)生(sheng)(sheng)(sheng)产(chan)(chan)生(sheng)(sheng)(sheng)活方(fang)式绿色转型取得(de)(de)(de)积极进(jin)展(zhan)(zhan)(zhan),化(hua)(hua)(hua)(hua)肥农(nong)(nong)药使用量持续(xu)减少,农(nong)(nong)村(cun)(cun)生(sheng)(sheng)(sheng)态(tai)环境得(de)(de)(de)到明(ming)(ming)显改善。乡(xiang)村(cun)(cun)建(jian)设行动取得(de)(de)(de)明(ming)(ming)显成效,乡(xiang)村(cun)(cun)面貌发(fa)(fa)生(sheng)(sheng)(sheng)显著变(bian)化(hua)(hua)(hua)(hua),乡(xiang)村(cun)(cun)发(fa)(fa)展(zhan)(zhan)(zhan)活力(li)充分激(ji)发(fa)(fa),乡(xiang)村(cun)(cun)文(wen)明(ming)(ming)程度(du)得(de)(de)(de)到新提(ti)(ti)(ti)升,农(nong)(nong)村(cun)(cun)发(fa)(fa)展(zhan)(zhan)(zhan)安全(quan)保障更(geng)加有力(li),农(nong)(nong)民获(huo)得(de)(de)(de)感(gan)、幸福感(gan)、安全(quan)感(gan)明(ming)(ming)显提(ti)(ti)(ti)高。

  二、实(shi)现巩(gong)固拓(tuo)展脱(tuo)贫攻(gong)坚成果同乡(xiang)村振兴有效(xiao)衔接

  (三)设(she)(she)立衔接(jie)过渡期。脱贫攻坚目标任务完成后,对摆脱贫困(kun)的县,从脱贫之日起设(she)(she)立5年过渡期(qi),做(zuo)到扶上马送一程。过渡期(qi)内(nei)保持(chi)现有主要(yao)帮扶政策总体稳定,并逐项分类(lei)优化调整,合理把握节奏(zou)、力度和时限,逐步实现由集中(zhong)资源支持(chi)脱(tuo)贫(pin)攻(gong)坚(jian)向全面推进乡村振兴平稳过渡,推动三农工(gong)作重心(xin)历史性(xing)转移。抓紧(jin)出(chu)台各项政(zheng)策(ce)完善(shan)优化的具(ju)体实(shi)施办法,确保工(gong)作不留(liu)空档、政(zheng)策(ce)不留(liu)空白。

  (四)持(chi)续(xu)巩(gong)固拓展脱(tuo)贫(pin)(pin)攻坚成(cheng)果。健全防止返贫(pin)(pin)动态(tai)监(jian)测和(he)帮扶(fu)(fu)(fu)机(ji)制,对易返贫(pin)(pin)致贫(pin)(pin)人口(kou)及(ji)时发现(xian)、及(ji)时帮扶(fu)(fu)(fu),守住防止规模性(xing)返贫(pin)(pin)底(di)线。以大中型集(ji)中安置区(qu)为重(zhong)点,扎实做好易地(di)搬迁后续(xu)帮扶(fu)(fu)(fu)工作,持(chi)续(xu)加大就业和(he)产(chan)业扶(fu)(fu)(fu)持(chi)力(li)度,继续(xu)完善安置区(qu)配(pei)套基础设施、产(chan)业园区(qu)配(pei)套设施、公共服务(wu)设施,切实提升社区(qu)治理能力(li)。加强扶(fu)(fu)(fu)贫(pin)(pin)项目资产(chan)管理和(he)监(jian)督。

  (五)接续(xu)推进脱(tuo)贫地区乡村(cun)振(zhen)兴。实施脱(tuo)贫地区特色种养业(ye)提升行动(dong),广泛开展农产品产销(xiao)对接,深(shen)化拓展消费帮(bang)扶(fu)(fu)。持续做好有组织劳(lao)务输出(chu)工(gong)作(zuo)。统筹用(yong)好公益岗位,对符(fu)合条(tiao)件的就(jiu)(jiu)业(ye)困难(nan)人(ren)员进行就(jiu)(jiu)业(ye)援(yuan)助(zhu)。在(zai)农业(ye)农村基础设(she)(she)施(shi)(shi)建设(she)(she)领(ling)域(yu)(yu)推(tui)广(guang)以工(gong)代(dai)赈方(fang)式,吸纳更多脱(tuo)贫(pin)(pin)人(ren)口(kou)和低收(shou)入人(ren)口(kou)就(jiu)(jiu)地就(jiu)(jiu)近就(jiu)(jiu)业(ye)。在(zai)脱(tuo)贫(pin)(pin)地区(qu)(qu)重(zhong)(zhong)点建设(she)(she)一批区(qu)(qu)域(yu)(yu)性和跨(kua)区(qu)(qu)域(yu)(yu)重(zhong)(zhong)大基础设(she)(she)施(shi)(shi)工(gong)程。加大对脱(tuo)贫(pin)(pin)县乡村振兴(xing)支持力(li)度。在(zai)西(xi)部地区(qu)(qu)脱(tuo)贫(pin)(pin)县中确(que)定一批国家乡村振兴(xing)重(zhong)(zhong)点帮(bang)扶(fu)(fu)县集中支持。支持各地自(zi)主选择部分脱(tuo)贫(pin)(pin)县作(zuo)为乡村振兴(xing)重(zhong)(zhong)点帮(bang)扶(fu)(fu)县。坚(jian)持和完善东西(xi)部协作(zuo)和对口(kou)支援(yuan)、社会力(li)量参与帮(bang)扶(fu)(fu)等机(ji)制。

  (六(liu))加(jia)强农(nong)(nong)村(cun)低(di)(di)收(shou)(shou)(shou)入(ru)人口常(chang)态(tai)化帮(bang)(bang)扶。开展(zhan)农(nong)(nong)村(cun)低(di)(di)收(shou)(shou)(shou)入(ru)人口动(dong)态(tai)监(jian)测,实行分层(ceng)分类帮(bang)(bang)扶。对(dui)有(you)劳动(dong)能力(li)的(de)农(nong)(nong)村(cun)低(di)(di)收(shou)(shou)(shou)入(ru)人口,坚持开发式帮(bang)(bang)扶,帮(bang)(bang)助其提高内(nei)生发展(zhan)能力(li),发展(zhan)产业(ye)、参与就业(ye),依靠双手勤劳致富。对(dui)脱贫人口中丧(sang)失劳动(dong)能力(li)且无法通过产业(ye)就业(ye)获(huo)得稳定收(shou)(shou)(shou)入(ru)的(de)人口,以现有(you)社会保障体系为基础,按规定纳入(ru)农(nong)(nong)村(cun)低(di)(di)保或特困人员救助供养范围,并按困难类型及(ji)时给(ji)予专项救助、临时救助。

  三、加快推进(jin)农业现代化

  (七)提升粮食(shi)和(he)重(zhong)要(yao)农产品供给保障能(neng)力。地方各级党委(wei)和(he)政(zheng)(zheng)府要(yao)切实扛起粮食(shi)安全政(zheng)(zheng)治责(ze)任,实行粮食(shi)安全党政(zheng)(zheng)同责(ze)。深(shen)入(ru)实施(shi)重(zhong)要(yao)农产品保障战略,完善(shan)粮食(shi)安全省长责(ze)任制和(he)菜篮子市长负责制,确保粮、棉、油、糖、肉等供给安(an)全(quan)。十四五时期(qi)各省(自治区、直辖(xia)市)要稳(wen)定粮食(shi)(shi)(shi)(shi)播(bo)种(zhong)(zhong)面积(ji)、提高单产(chan)(chan)(chan)水平。加(jia)强粮食(shi)(shi)(shi)(shi)生(sheng)(sheng)产(chan)(chan)(chan)功(gong)能区和重要农(nong)产(chan)(chan)(chan)品生(sheng)(sheng)产(chan)(chan)(chan)保(bao)护区建设。建设国家(jia)粮食(shi)(shi)(shi)(shi)安全产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)带(dai)。稳(wen)定种(zhong)(zhong)粮农(nong)民补(bu)贴(tie),让种(zhong)(zhong)粮有(you)合理收益。坚持并完善(shan)稻(dao)谷(gu)、小麦最(zui)低收购(gou)价政(zheng)策,完善(shan)玉(yu)米、大豆(dou)生(sheng)(sheng)产(chan)(chan)(chan)者补(bu)贴(tie)政(zheng)策。深入推(tui)进农(nong)业(ye)(ye)(ye)(ye)结构(gou)调整,推(tui)动品种(zhong)(zhong)培优(you)(you)、品质提升、品牌打(da)造和标准化(hua)生(sheng)(sheng)产(chan)(chan)(chan)。鼓(gu)励发(fa)(fa)展(zhan)青(qing)贮玉(yu)米等优(you)(you)质饲草饲料(liao),稳(wen)定大豆(dou)生(sheng)(sheng)产(chan)(chan)(chan),多(duo)措并举发(fa)(fa)展(zhan)油菜(cai)、花生(sheng)(sheng)等油料(liao)作(zuo)物(wu)。健全产(chan)(chan)(chan)粮大县支(zhi)持政(zheng)策体(ti)(ti)系。扩大稻(dao)谷(gu)、小麦、玉(yu)米三大粮食(shi)(shi)(shi)(shi)作(zuo)物(wu)完全成本保(bao)险(xian)和收入保(bao)险(xian)试点范围,支(zhi)持有(you)条件(jian)的(de)省份降(jiang)低产(chan)(chan)(chan)粮大县三大粮食(shi)(shi)(shi)(shi)作(zuo)物(wu)农(nong)业(ye)(ye)(ye)(ye)保(bao)险(xian)保(bao)费(fei)(fei)县级补(bu)贴(tie)比例。深入推(tui)进优(you)(you)质粮食(shi)(shi)(shi)(shi)工程。加(jia)快构(gou)建现(xian)代(dai)养殖体(ti)(ti)系,保(bao)护生(sheng)(sheng)猪(zhu)基础产(chan)(chan)(chan)能,健全生(sheng)(sheng)猪(zhu)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)平稳(wen)有(you)序发(fa)(fa)展(zhan)长效机(ji)制,积(ji)极(ji)发(fa)(fa)展(zhan)牛羊(yang)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye),继(ji)续(xu)实施(shi)(shi)奶业(ye)(ye)(ye)(ye)振兴行(xing)动,推(tui)进水产(chan)(chan)(chan)绿色健康养殖。推(tui)进渔(yu)港建设和管理改(gai)革(ge)。促进木本粮油和林(lin)下经(jing)济发(fa)(fa)展(zhan)。优(you)(you)化(hua)农(nong)产(chan)(chan)(chan)品贸易(yi)布局,实施(shi)(shi)农(nong)产(chan)(chan)(chan)品进口(kou)(kou)多(duo)元化(hua)战略,支(zhi)持企业(ye)(ye)(ye)(ye)融入全球农(nong)产(chan)(chan)(chan)品供(gong)应链。保(bao)持打(da)击重点农(nong)产(chan)(chan)(chan)品走私高压态势(shi)。加(jia)强口(kou)(kou)岸检(jian)疫和外来入侵(qin)物(wu)种(zhong)(zhong)防(fang)控。开展(zhan)粮食(shi)(shi)(shi)(shi)节约行(xing)动,减(jian)少生(sheng)(sheng)产(chan)(chan)(chan)、流通、加(jia)工、存储、消费(fei)(fei)环节粮食(shi)(shi)(shi)(shi)损耗浪费(fei)(fei)。

  (八)打好种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)业(ye)(ye)翻身仗。农业(ye)(ye)现(xian)(xian)代化,种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)子是基础。加(jia)强(qiang)农业(ye)(ye)种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)质资源(yuan)保护(hu)(hu)开发利用,加(jia)快第(di)三次(ci)农作(zuo)物种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)质资源(yuan)、畜禽(qin)(qin)种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)质资源(yuan)调(diao)查(cha)收集,加(jia)强(qiang)国家作(zuo)物、畜禽(qin)(qin)和海(hai)洋渔(yu)业(ye)(ye)生物种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)质资源(yuan)库建(jian)设(she)。对(dui)育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)基础性研究(jiu)以及(ji)重点育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)项目给予长期(qi)稳定支(zhi)持。加(jia)快实施(shi)农业(ye)(ye)生物育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)重大科(ke)(ke)技项目。深(shen)入(ru)实施(shi)农作(zuo)物和畜禽(qin)(qin)良(liang)种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)联(lian)合(he)攻关。实施(shi)新一(yi)轮(lun)畜禽(qin)(qin)遗(yi)传改良(liang)计划和现(xian)(xian)代种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)业(ye)(ye)提(ti)升工程。尊(zun)重科(ke)(ke)学、严格监管,有序推进(jin)(jin)生物育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)产业(ye)(ye)化应用。加(jia)强(qiang)育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)领域知(zhi)识(shi)产权(quan)保护(hu)(hu)。支(zhi)持种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)业(ye)(ye)龙头企(qi)业(ye)(ye)建(jian)立健全商业(ye)(ye)化育种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)体系,加(jia)快建(jian)设(she)南繁(fan)硅谷(gu),加(jia)强(qiang)制(zhi)种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)基地(di)和良(liang)种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)繁(fan)育体系建(jian)设(she),研究(jiu)重大品种(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)研发与推广后(hou)补助(zhu)政策,促进(jin)(jin)育繁(fan)推一(yi)体化发展。

  (九)坚决守住18亿亩(mu)耕地红线。统筹布局生(sheng)态、农(nong)业、城镇等(deng)功(gong)能空间,科学(xue)划定各类空间管(guan)控边界,严格实(shi)行土地用途管(guan)制。采取长(zhang)牙齿(chi)的措施(shi),落实(shi)最(zui)严格(ge)的耕地(di)(di)(di)(di)保护制度。严禁违(wei)规占(zhan)用(yong)(yong)耕地(di)(di)(di)(di)和违(wei)背自然规律绿(lv)化造林、挖(wa)湖造景,严格(ge)控制非(fei)农建设(she)占(zhan)用(yong)(yong)耕地(di)(di)(di)(di),深(shen)入推进农村乱占(zhan)耕地(di)(di)(di)(di)建房专项整治行动(dong),坚决遏制耕地(di)(di)(di)(di)非农化、防止(zhi)非粮化。明确耕地(di)利用(yong)(yong)优先序,永(yong)久基(ji)(ji)本农田重点用(yong)(yong)于粮(liang)食特别是口粮(liang)生产(chan),一般(ban)耕地(di)主要用(yong)(yong)于粮(liang)食和(he)棉、油、糖(tang)、蔬(shu)菜(cai)等(deng)农产(chan)品及饲草饲料(liao)生产(chan)。明确耕地(di)和(he)永(yong)久基(ji)(ji)本农田不同(tong)的(de)管制目标(biao)(biao)和(he)管制强度,严(yan)格(ge)控制耕地(di)转为林地(di)、园地(di)等(deng)其他类型农用(yong)(yong)地(di),强化土地(di)流(liu)转用(yong)(yong)途监管,确保(bao)耕地(di)数量不减少(shao)、质量有提(ti)(ti)高(gao)。实施(shi)新一轮(lun)高(gao)标(biao)(biao)准(zhun)农田建(jian)(jian)设(she)(she)(she)规(gui)划,提(ti)(ti)高(gao)建(jian)(jian)设(she)(she)(she)标(biao)(biao)准(zhun)和(he)质量,健(jian)全管护机制,多(duo)渠道筹集建(jian)(jian)设(she)(she)(she)资金,中央和(he)地(di)方共同(tong)加大粮(liang)食主产(chan)区高(gao)标(biao)(biao)准(zhun)农田建(jian)(jian)设(she)(she)(she)投入,2021年建设1亿亩(mu)旱涝保(bao)收(shou)、高产稳产高标准农田。在高标准农田建设中增加(jia)的(de)耕(geng)(geng)地(di)(di)作(zuo)为占(zhan)补(bu)平(ping)衡补(bu)充耕(geng)(geng)地(di)(di)指标在省域内调剂(ji),所得收(shou)益(yi)用(yong)(yong)于高标准农田建设。加(jia)强(qiang)和(he)改进建设占(zhan)用(yong)(yong)耕(geng)(geng)地(di)(di)占(zhan)补(bu)平(ping)衡管理,严格新增耕(geng)(geng)地(di)(di)核实认定和(he)监(jian)管。健(jian)全耕(geng)(geng)地(di)(di)数量和(he)质(zhi)量监(jian)测监(jian)管机制,加(jia)强(qiang)耕(geng)(geng)地(di)(di)保(bao)护(hu)督察和(he)执法(fa)监(jian)督,开展十三五时期省(sheng)级政府耕地保护责(ze)任目标考核。

  (十)强化(hua)现(xian)代农业(ye)科技和(he)物质装备支撑。实施(shi)大中型灌(guan)区续建(jian)配套和(he)现(xian)代化(hua)改造。到2025年(nian)全(quan)部完成现有病险水库(ku)除险加固。坚持农业(ye)科(ke)(ke)技自立(li)自强(qiang),完善农业(ye)科(ke)(ke)技领(ling)域基础(chu)研(yan)究稳定支(zhi)持机(ji)(ji)制,深(shen)化体(ti)制改革,布局(ju)建(jian)设一批创新基地平台。深(shen)入(ru)开展乡(xiang)村振兴(xing)科(ke)(ke)技支(zhi)撑(cheng)行动。支(zhi)持高校(xiao)为乡(xiang)村振兴(xing)提供智力(li)服(fu)务。加强(qiang)农业(ye)科(ke)(ke)技社会化服(fu)务体(ti)系(xi)建(jian)设,深(shen)入(ru)推(tui)行科(ke)(ke)技特派员(yuan)制度(du)。打造国家热带农业(ye)科(ke)(ke)学中心(xin)。提高农机(ji)(ji)装备自主研(yan)制能力(li),支(zhi)持高端智能、丘陵山区农机(ji)(ji)装备研(yan)发制造,加大(da)购(gou)置补(bu)贴力(li)度(du),开展农机(ji)(ji)作业(ye)补(bu)贴。强(qiang)化动物防疫和农作物病虫(chong)害防治(zhi)体(ti)系(xi)建(jian)设,提升防控能力(li)。

  (十一(yi))构建现(xian)代乡村产业(ye)体系。依托乡村特色优势资源,打造农业(ye)全产业(ye)链,把产业(ye)链主体留在县城,让农民更多分享产业(ye)增值收益。加快健全现(xian)代农业(ye)全产业(ye)链标准体系,推动新型(xing)农业(ye)经(jing)营(ying)主体按标生产,培育农业(ye)龙头企业(ye)标准领跑(pao)者。立足县域布局(ju)特(te)色农(nong)(nong)产(chan)(chan)品(pin)产(chan)(chan)地(di)初加工和(he)精深加工,建(jian)设(she)现代(dai)(dai)(dai)农(nong)(nong)业(ye)产(chan)(chan)业(ye)园、农(nong)(nong)业(ye)产(chan)(chan)业(ye)强(qiang)镇、优(you)势特(te)色产(chan)(chan)业(ye)集(ji)群。推(tui)(tui)进(jin)公益性农(nong)(nong)产(chan)(chan)品(pin)市场和(he)农(nong)(nong)产(chan)(chan)品(pin)流通骨干(gan)网络建(jian)设(she)。开发休闲农(nong)(nong)业(ye)和(he)乡村(cun)旅游(you)精品(pin)线(xian)路(lu),完(wan)善(shan)配套设(she)施(shi)。推(tui)(tui)进(jin)农(nong)(nong)村(cun)一(yi)二(er)三产(chan)(chan)业(ye)融(rong)合发展示(shi)范(fan)园和(he)科技示(shi)范(fan)园区(qu)建(jian)设(she)。把农(nong)(nong)业(ye)现代(dai)(dai)(dai)化(hua)示(shi)范(fan)区(qu)作为(wei)推(tui)(tui)进(jin)农(nong)(nong)业(ye)现代(dai)(dai)(dai)化(hua)的重要抓手,围绕提高农(nong)(nong)业(ye)产(chan)(chan)业(ye)体(ti)(ti)系(xi)、生产(chan)(chan)体(ti)(ti)系(xi)、经营(ying)体(ti)(ti)系(xi)现代(dai)(dai)(dai)化(hua)水平,建(jian)立指标(biao)体(ti)(ti)系(xi),加强(qiang)资源整合、政策集(ji)成(cheng),以县(市、区(qu))为(wei)单(dan)位开展创(chuang)建(jian),到2025年创建500个左右示(shi)范区,形成梯次推进农业现(xian)代化的格(ge)局。创(chuang)建现(xian)代林(lin)业产业示(shi)范区。组织开展万(wan)企兴(xing)万(wan)村(cun)行动(dong)。稳(wen)步推(tui)进反映全产(chan)业链价值的(de)农业及相(xiang)关产(chan)业统计核算。

  (十二)推(tui)进(jin)农(nong)业绿色(se)发(fa)(fa)展(zhan)。实(shi)施(shi)国家黑土地(di)保护(hu)工(gong)程(cheng),推(tui)广保护(hu)性(xing)耕(geng)作模式。健全(quan)耕(geng)地(di)休(xiu)耕(geng)轮(lun)作制度。持(chi)续推(tui)进(jin)化肥农(nong)药减量(liang)增效,推(tui)广农(nong)作物(wu)病虫害(hai)绿色(se)防(fang)控产(chan)品(pin)(pin)和(he)技术。加(jia)强(qiang)(qiang)(qiang)(qiang)畜禽粪污(wu)(wu)资(zi)源(yuan)化利用(yong)。全(quan)面实(shi)施(shi)秸秆综(zong)合利用(yong)和(he)农(nong)膜、农(nong)药包装物(wu)回收行(xing)动,加(jia)强(qiang)(qiang)(qiang)(qiang)可降解农(nong)膜研发(fa)(fa)推(tui)广。在长(zhang)江经济带、黄(huang)河流(liu)域建(jian)设(she)一批(pi)农(nong)业面源(yuan)污(wu)(wu)染(ran)综(zong)合治(zhi)理(li)示(shi)范县(xian)。支持(chi)国家农(nong)业绿色(se)发(fa)(fa)展(zhan)先(xian)行(xing)区建(jian)设(she)。加(jia)强(qiang)(qiang)(qiang)(qiang)农(nong)产(chan)品(pin)(pin)质量(liang)和(he)食品(pin)(pin)安全(quan)监管,发(fa)(fa)展(zhan)绿色(se)农(nong)产(chan)品(pin)(pin)、有机农(nong)产(chan)品(pin)(pin)和(he)地(di)理(li)标志农(nong)产(chan)品(pin)(pin),试行(xing)食用(yong)农(nong)产(chan)品(pin)(pin)达标合格(ge)证制度,推(tui)进(jin)国家农(nong)产(chan)品(pin)(pin)质量(liang)安全(quan)县(xian)创建(jian)。加(jia)强(qiang)(qiang)(qiang)(qiang)水(shui)(shui)生(sheng)生(sheng)物(wu)资(zi)源(yuan)养护(hu),推(tui)进(jin)以长(zhang)江为重点(dian)的渔(yu)政执法能(neng)力(li)建(jian)设(she),确保十年禁渔(yu)令有效落实(shi),做好退(tui)捕渔(yu)民安置保障工(gong)作。发(fa)(fa)展(zhan)节水(shui)(shui)农(nong)业和(he)旱(han)作农(nong)业。推(tui)进(jin)荒(huang)漠化、石漠化、坡耕(geng)地(di)水(shui)(shui)土流(liu)失(shi)综(zong)合治(zhi)理(li)和(he)土壤污(wu)(wu)染(ran)防(fang)治(zhi)、重点(dian)区域地(di)下(xia)水(shui)(shui)保护(hu)与超采治(zhi)理(li)。实(shi)施(shi)水(shui)(shui)系连通及农(nong)村水(shui)(shui)系综(zong)合整(zheng)治(zhi),强(qiang)(qiang)(qiang)(qiang)化河湖长(zhang)制。巩固(gu)退(tui)耕(geng)还(hai)林还(hai)草(cao)成果,完(wan)善(shan)政策(ce)、有序推(tui)进(jin)。实(shi)行(xing)林长(zhang)制。科学开展(zhan)大(da)规模国土绿化行(xing)动。完(wan)善(shan)草(cao)原生(sheng)态保护(hu)补助奖励(li)政策(ce),全(quan)面推(tui)进(jin)草(cao)原禁牧轮(lun)牧休(xiu)牧,加(jia)强(qiang)(qiang)(qiang)(qiang)草(cao)原鼠害(hai)防(fang)治(zhi),稳(wen)步恢复草(cao)原生(sheng)态环境。

  (十三)推进现代农(nong)业(ye)经(jing)(jing)(jing)营(ying)(ying)(ying)体(ti)系建(jian)设。突出抓(zhua)好家庭农(nong)场和(he)农(nong)民(min)合作(zuo)社(she)(she)(she)两类经(jing)(jing)(jing)营(ying)(ying)(ying)主(zhu)(zhu)体(ti),鼓励发(fa)展(zhan)多种形式适(shi)度(du)规(gui)模经(jing)(jing)(jing)营(ying)(ying)(ying)。实(shi)施家庭农(nong)场培(pei)育(yu)计划,把农(nong)业(ye)规(gui)模经(jing)(jing)(jing)营(ying)(ying)(ying)户培(pei)育(yu)成有活力的(de)家庭农(nong)场。推进农(nong)民(min)合作(zuo)社(she)(she)(she)质量提升,加大(da)对(dui)运行规(gui)范的(de)农(nong)民(min)合作(zuo)社(she)(she)(she)扶(fu)持力度(du)。发(fa)展(zhan)壮大(da)农(nong)业(ye)专业(ye)化(hua)社(she)(she)(she)会化(hua)服务组(zu)织,将先进适(shi)用的(de)品种、投入(ru)(ru)品、技术、装备导入(ru)(ru)小(xiao)农(nong)户。支持市场主(zhu)(zhu)体(ti)建(jian)设区域性农(nong)业(ye)全产业(ye)链(lian)综(zong)合服务中心(xin)。支持农(nong)业(ye)产业(ye)化(hua)龙头企(qi)业(ye)创新发(fa)展(zhan)、做大(da)做强。深化(hua)供(gong)销(xiao)(xiao)合作(zuo)社(she)(she)(she)综(zong)合改革,开(kai)展(zhan)生产、供(gong)销(xiao)(xiao)、信用三位一体综(zong)合合作试点(dian),健(jian)全(quan)服务农(nong)民(min)生(sheng)产生(sheng)活综(zong)合平台(tai)。培育(yu)高素(su)质农(nong)民(min),组(zu)织参加技能评(ping)价、学历(li)教育(yu),设(she)立专门面(mian)向农(nong)民(min)的技能大赛(sai)。吸引城市各方面(mian)人才到(dao)农(nong)村创业创新,参与乡村振兴和现代(dai)农(nong)业建设(she)。

  四、大(da)力(li)实施(shi)乡村建设行动

  (十四)加快推(tui)进村庄规划(hua)工作。2021年基本完成县级国土(tu)空间规划编制,明确村庄布局(ju)分(fen)类(lei)。积极(ji)有序推进多规合一实用(yong)性村(cun)庄规(gui)(gui)(gui)(gui)划(hua)(hua)编制(zhi),对(dui)有(you)条件、有(you)需求的村(cun)庄尽快实现村(cun)庄规(gui)(gui)(gui)(gui)划(hua)(hua)全(quan)覆盖。对(dui)暂时没有(you)编制(zhi)规(gui)(gui)(gui)(gui)划(hua)(hua)的村(cun)庄,严格按照(zhao)县乡(xiang)两(liang)级国土空间规(gui)(gui)(gui)(gui)划(hua)(hua)中确定的用(yong)途管(guan)制(zhi)和建设(she)管(guan)理要求进行(xing)(xing)建设(she)。编制(zhi)村(cun)庄规(gui)(gui)(gui)(gui)划(hua)(hua)要立足现有(you)基础,保留乡(xiang)村(cun)特色风(feng)貌,不搞大(da)拆大(da)建。按照(zhao)规(gui)(gui)(gui)(gui)划(hua)(hua)有(you)序开展各项(xiang)建设(she),严肃查处违规(gui)(gui)(gui)(gui)乱建行(xing)(xing)为。健全(quan)农房建设(she)质(zhi)量(liang)安全(quan)法律法规(gui)(gui)(gui)(gui)和监管(guan)体制(zhi),3年内完成安(an)全隐患排查整(zheng)治。完善(shan)建设(she)标准和规范,提(ti)高农(nong)(nong)房设(she)计水平(ping)和建设(she)质量。继续(xu)实(shi)施农(nong)(nong)村(cun)(cun)危房改(gai)造和地震高烈度(du)设(she)防地区农(nong)(nong)房抗(kang)震改(gai)造。加强村(cun)(cun)庄风貌引导,保护(hu)传统(tong)(tong)村(cun)(cun)落、传统(tong)(tong)民(min)居和历(li)史文(wen)化(hua)名村(cun)(cun)名镇(zhen)。加大农(nong)(nong)村(cun)(cun)地区文(wen)化(hua)遗产遗迹(ji)保护(hu)力度(du)。乡村(cun)(cun)建设(she)是为(wei)农(nong)(nong)民(min)而建,要(yao)因地制宜、稳扎稳打,不(bu)刮风搞(gao)运动。严(yan)格规范村(cun)(cun)庄撤(che)并(bing),不(bu)得违背农(nong)(nong)民(min)意愿、强迫农(nong)(nong)民(min)上楼(lou),把(ba)好事(shi)办好、把(ba)实(shi)事(shi)办实(shi)。

  (十(shi)五)加强(qiang)乡(xiang)村(cun)(cun)公(gong)共基础(chu)设施建(jian)(jian)设。继续把公(gong)共基础(chu)设施建(jian)(jian)设的重(zhong)点放在农(nong)村(cun)(cun),着力推进(jin)往(wang)村(cun)(cun)覆盖、往(wang)户延伸。实(shi)施农(nong)村(cun)(cun)道(dao)路(lu)(lu)畅通工程。有序实(shi)施较大人口规模自然村(cun)(cun)(组)通硬化(hua)路(lu)(lu)。加强(qiang)农(nong)村(cun)(cun)资(zi)源(yuan)路(lu)(lu)、产业路(lu)(lu)、旅(lv)游路(lu)(lu)和村(cun)(cun)内主干道(dao)建(jian)(jian)设。推进(jin)农(nong)村(cun)(cun)公(gong)路(lu)(lu)建(jian)(jian)设项目更多向进(jin)村(cun)(cun)入户倾(qing)斜(xie)。继续通过中(zhong)央车购税补助地方(fang)资(zi)金(jin)、成品油税费(fei)改(gai)革转(zhuan)移(yi)支(zhi)付、地方(fang)政府债(zhai)券等渠道(dao),按(an)规定支(zhi)持农(nong)村(cun)(cun)道(dao)路(lu)(lu)发展。继续开(kai)展四好(hao)农(nong)村路示(shi)范创(chuang)建(jian)。全面实施路长制(zhi)。开展城(cheng)乡交(jiao)通一(yi)体化示(shi)范创(chuang)建(jian)工作。加强(qiang)农村(cun)(cun)道路桥梁安全隐患(huan)排查,落实管养主体责任。强(qiang)化农村(cun)(cun)道路交(jiao)通安全监管。实施农村(cun)(cun)供水保障(zhang)工程。加强(qiang)中小型水库等(deng)稳定水源(yuan)工程建(jian)设和(he)水源(yuan)保护(hu),实施规模化供水工程建(jian)设和(he)小型工程标准(zhun)化改造,有(you)条件(jian)的(de)地区推进城(cheng)乡供水一(yi)体化,到2025年农(nong)村自来水(shui)普及率达(da)到(dao)88%。完善(shan)农村(cun)(cun)水(shui)价水(shui)费(fei)形成机制(zhi)和(he)工(gong)程长效运营(ying)机制(zhi)。实施(shi)乡(xiang)(xiang)村(cun)(cun)清(qing)洁能源建设(she)工(gong)程。加大农村(cun)(cun)电网建设(she)力度,全(quan)面巩(gong)固提升(sheng)农村(cun)(cun)电力保障水(shui)平。推(tui)进(jin)燃气(qi)下乡(xiang)(xiang),支持(chi)建设(she)安全(quan)可靠的乡(xiang)(xiang)村(cun)(cun)储(chu)气(qi)罐站和(he)微管(guan)网供气(qi)系统。发展农村(cun)(cun)生物质能源。加强煤(mei)炭(tan)清(qing)洁化(hua)利用。实施(shi)数字乡(xiang)(xiang)村(cun)(cun)建设(she)发展工(gong)程。推(tui)动农村(cun)(cun)千(qian)兆光网、第五代(dai)移动通信(5G)、移动物联(lian)网(wang)与(yu)城市同步规(gui)划建(jian)设(she)。完(wan)善电(dian)信普遍服务(wu)补偿(chang)机(ji)制(zhi),支持农(nong)(nong)村及(ji)偏(pian)远地(di)区信息通信基础设(she)施(shi)建(jian)设(she)。加快建(jian)设(she)农(nong)(nong)业农(nong)(nong)村遥感卫(wei)星(xing)等(deng)天(tian)基设(she)施(shi)。发展智慧农(nong)(nong)业,建(jian)立农(nong)(nong)业农(nong)(nong)村大数(shu)据(ju)体系(xi),推动新(xin)一代信息技术与(yu)农(nong)(nong)业生产(chan)经营深(shen)度融合。完(wan)善农(nong)(nong)业气象(xiang)(xiang)综(zong)合监(jian)测网(wang)络,提升(sheng)农(nong)(nong)业气象(xiang)(xiang)灾害防范能力。加强乡村公(gong)共(gong)服务(wu)、社会治(zhi)理等(deng)数(shu)字(zi)化(hua)智能化(hua)建(jian)设(she)。实施(shi)村级综(zong)合服务(wu)设(she)施(shi)提升(sheng)工程(cheng)。加强村级客运(yun)站(zhan)点、文化(hua)体育、公(gong)共(gong)照明等(deng)服务(wu)设(she)施(shi)建(jian)设(she)。

  (二十一(yi))深入推进(jin)农(nong)(nong)村(cun)改革。完善农(nong)(nong)村(cun)产权制(zhi)度和要素市(shi)场化配置机制(zhi),充分激发(fa)农(nong)(nong)村(cun)发(fa)展内生动力(li)。坚(jian)持(chi)农(nong)(nong)村(cun)土地农(nong)(nong)民(min)集体所有制(zhi)不动摇,坚(jian)持(chi)家庭承包(bao)经营基础(chu)性地位不动摇,有序开展第二轮(lun)土地承包(bao)到期后再(zai)延长30年试点,保(bao)持农村(cun)(cun)(cun)土地(di)(di)(di)(di)承包关系(xi)稳定(ding)并长久不变,健全(quan)土地(di)(di)(di)(di)经营权(quan)流转(zhuan)服务体(ti)系(xi)。积(ji)极探(tan)索实(shi)施(shi)农村(cun)(cun)(cun)集(ji)体(ti)经营性建设用(yong)(yong)地(di)(di)(di)(di)入市制度。完善(shan)盘(pan)活农村(cun)(cun)(cun)存量建设用(yong)(yong)地(di)(di)(di)(di)政策(ce),实(shi)行负面清单管理,优(you)先保(bao)障乡(xiang)村(cun)(cun)(cun)产业(ye)(ye)发展(zhan)、乡(xiang)村(cun)(cun)(cun)建设用(yong)(yong)地(di)(di)(di)(di)。根据乡(xiang)村(cun)(cun)(cun)休闲观光等产业(ye)(ye)分散(san)布局的(de)实(shi)际(ji)需要,探(tan)索灵活多样的(de)供地(di)(di)(di)(di)新方式。加强宅(zhai)基(ji)(ji)地(di)(di)(di)(di)管理,稳慎推进农村(cun)(cun)(cun)宅(zhai)基(ji)(ji)地(di)(di)(di)(di)制度改革试点,探(tan)索宅(zhai)基(ji)(ji)地(di)(di)(di)(di)所有(you)权(quan)、资格权(quan)、使用(yong)(yong)权(quan)分置有(you)效实(shi)现(xian)形(xing)式。规(gui)范开展(zhan)房地(di)(di)(di)(di)一体(ti)宅(zhai)基(ji)(ji)地(di)(di)(di)(di)日常登记颁证工作。规(gui)范开展(zhan)城乡(xiang)建设用(yong)(yong)地(di)(di)(di)(di)增减(jian)挂(gua)钩,完善(shan)审批实(shi)施(shi)程(cheng)序、节余(yu)指标调剂及收益分配机制。2021年基本完成农村(cun)集体(ti)产权(quan)(quan)制(zhi)(zhi)度改(gai)革(ge)阶段(duan)性任务(wu)(wu),发展壮大新(xin)型农村(cun)集体(ti)经济(ji)。保障进(jin)城落(luo)户农民土地承包权(quan)(quan)、宅基地使用权(quan)(quan)、集体(ti)收益分配权(quan)(quan),研究(jiu)制(zhi)(zhi)定依法自(zi)愿有偿转(zhuan)让的(de)具体(ti)办(ban)法。加强农村(cun)产权(quan)(quan)流转(zhuan)交易和管理信息(xi)网(wang)络平台建设,提供综(zong)合(he)性交易服务(wu)(wu)。加快农业(ye)综(zong)合(he)行政执法信息(xi)化建设。深(shen)入推进(jin)农业(ye)水价综(zong)合(he)改(gai)革(ge)。继续深(shen)化农村(cun)集体(ti)林权(quan)(quan)制(zhi)(zhi)度改(gai)革(ge)。

  五(wu)、加强党对三农工作的(de)全面领导

  (二(er)十二(er))强化五级书记抓(zhua)乡(xiang)村(cun)振(zhen)兴(xing)的(de)(de)工(gong)作(zuo)机制。全(quan)面(mian)推进乡(xiang)村(cun)振(zhen)兴(xing)的(de)(de)深度(du)(du)、广度(du)(du)、难度(du)(du)都不亚于(yu)脱(tuo)贫攻(gong)坚,必须采取更(geng)有(you)力的(de)(de)举措(cuo),汇聚(ju)更(geng)强大的(de)(de)力量。要深入(ru)贯(guan)彻落(luo)实《中国共产党农村(cun)工(gong)作(zuo)条例》,健全(quan)中央统筹、省负总责(ze)、市县(xian)乡(xiang)抓(zhua)落(luo)实的(de)(de)农村(cun)工(gong)作(zuo)领导体(ti)制,将脱(tuo)贫攻(gong)坚工(gong)作(zuo)中形(xing)成的(de)(de)组织推动、要素保障、政(zheng)策支持、协(xie)作(zuo)帮扶、考核督导等工(gong)作(zuo)机制,根据(ju)实际需(xu)要运用(yong)到推进乡(xiang)村(cun)振(zhen)兴(xing),建立健全(quan)上下贯(guan)通、精准(zhun)施策、一抓(zhua)到底的(de)(de)乡(xiang)村(cun)振(zhen)兴(xing)工(gong)作(zuo)体(ti)系(xi)。省、市、县(xian)级党委要定(ding)期研究(jiu)乡(xiang)村(cun)振(zhen)兴(xing)工(gong)作(zuo)。县(xian)委书记应当(dang)把主要精力放在三农工作(zuo)上。建立乡(xiang)村(cun)(cun)振(zhen)兴联系点制(zhi)度,省、市、县(xian)级党(dang)委(wei)(wei)和(he)政(zheng)府负责同志都要确(que)定联系点。开展(zhan)县(xian)乡(xiang)村(cun)(cun)三级党(dang)组织(zhi)书(shu)记乡(xiang)村(cun)(cun)振(zhen)兴轮(lun)训。加强党(dang)对乡(xiang)村(cun)(cun)人(ren)(ren)(ren)才(cai)(cai)工作(zuo)的领(ling)导,将乡(xiang)村(cun)(cun)人(ren)(ren)(ren)才(cai)(cai)振(zhen)兴纳(na)入(ru)党(dang)委(wei)(wei)人(ren)(ren)(ren)才(cai)(cai)工作(zuo)总体(ti)部署(shu),健全(quan)适合乡(xiang)村(cun)(cun)特(te)点的人(ren)(ren)(ren)才(cai)(cai)培养机(ji)制(zhi),强化人(ren)(ren)(ren)才(cai)(cai)服务(wu)乡(xiang)村(cun)(cun)激励约束。加快建设政(zheng)治过(guo)硬(ying)、本领(ling)过(guo)硬(ying)、作(zuo)风过(guo)硬(ying)的乡(xiang)村(cun)(cun)振(zhen)兴干(gan)(gan)部队伍(wu),选派优(you)秀干(gan)(gan)部到乡(xiang)村(cun)(cun)振(zhen)兴一线岗位,把(ba)乡(xiang)村(cun)(cun)振(zhen)兴作(zuo)为培养锻炼干(gan)(gan)部的广(guang)阔舞(wu)台,对在艰苦地区、关键岗位工作(zuo)表现突出的干(gan)(gan)部优(you)先重用。

  (二十三(san))加强党(dang)(dang)委农村工(gong)作(zuo)领导小(xiao)组(zu)和工(gong)作(zuo)机构建设(she)。充分发挥各级党(dang)(dang)委农村工(gong)作(zuo)领导小(xiao)组(zu)牵头抓总、统筹协(xie)调作(zuo)用,成员单(dan)位出台重要涉农政策要征求党(dang)(dang)委农村工(gong)作(zuo)领导小(xiao)组(zu)意见并(bing)进行备案。各地要围绕五大(da)振兴目(mu)标任务(wu),设立由党(dang)委和政府(fu)负责(ze)(ze)同志领导(dao)的(de)专(zhuan)项(xiang)小组(zu)或工(gong)(gong)作(zuo)专(zhuan)班,建立落实台账,压实工(gong)(gong)作(zuo)责(ze)(ze)任。强化党(dang)委农村工(gong)(gong)作(zuo)领导(dao)小组(zu)办(ban)公室决(jue)策(ce)参谋、统筹协调、政策(ce)指导(dao)、推动落实、督促检查等职能(neng),每年分解三农工作重点(dian)任(ren)务,落实到(dao)各责(ze)任(ren)部门(men),定期调度工作进(jin)展(zhan)。加强党委农村(cun)工作领导小组(zu)办(ban)公室(shi)机(ji)构设置和人员配置。

  (二(er)十四)加强党的农(nong)村(cun)基层组织建设和乡村(cun)治理。充分发挥农(nong)村(cun)基层党组织领导作用,持续抓党建促乡村(cun)振兴。有(you)序开展乡镇、村(cun)集中换届,选优配(pei)强乡镇领导班子、村(cun)两委成员特别是村党(dang)组(zu)织书记。在有(you)条件(jian)的地(di)方积极(ji)推(tui)行村党(dang)组(zu)织书记通过(guo)法定程序(xu)担任村民委员会主任,因地(di)制宜、不搞一刀切。与换届(jie)同步选(xuan)(xuan)优配强(qiang)村(cun)(cun)(cun)务监督(du)委员(yuan)会成员(yuan),基层(ceng)纪检监察组织加强(qiang)与村(cun)(cun)(cun)务监督(du)委员(yuan)会的沟通(tong)协作(zuo)(zuo)、有效衔接。坚(jian)决惩治侵害农(nong)民利益的腐败行为。坚(jian)持和(he)完(wan)善(shan)向(xiang)重点乡村(cun)(cun)(cun)选(xuan)(xuan)派驻(zhu)村(cun)(cun)(cun)第(di)一书记(ji)和(he)工作(zuo)(zuo)队制度(du)。加大(da)在优秀农(nong)村(cun)(cun)(cun)青年(nian)中(zhong)发展党员(yuan)力度(du),加强(qiang)对农(nong)村(cun)(cun)(cun)基层(ceng)干部激励关怀,提(ti)高工资补(bu)助待遇,改善(shan)工作(zuo)(zuo)生活条件,切实(shi)帮(bang)助解(jie)决实(shi)际困(kun)难。推进村(cun)(cun)(cun)委会规范化(hua)建设和(he)村(cun)(cun)(cun)务公开阳光(guang)工程(cheng)。开展乡(xiang)村(cun)治(zhi)理试点示范创(chuang)建(jian)工作。创(chuang)建(jian)民(min)主法(fa)治(zhi)示范村(cun),培(pei)育农(nong)(nong)村(cun)学法(fa)用法(fa)示范户。加强乡(xiang)村(cun)人民(min)调解组(zu)织队伍建(jian)设,推动就地化(hua)解矛盾纠(jiu)纷。深入推进平安乡(xiang)村(cun)建(jian)设。建(jian)立健全农(nong)(nong)村(cun)地区扫黑除恶(e)常态化(hua)机(ji)制。加强县乡(xiang)村(cun)应(ying)急管理和消防(fang)安全体系(xi)建(jian)设,做好(hao)对自(zi)然灾害、公(gong)共卫生、安全隐患等重大事件(jian)的风险评估、监(jian)测预警、应(ying)急处置。

  (二十五(wu))加(jia)强新(xin)(xin)时代农村精神文明(ming)建(jian)设。弘(hong)扬和(he)践行社(she)会主义核心价值观,以农民群众(zhong)喜闻乐见的方式,深入(ru)开展习近平新(xin)(xin)时代中国特色社(she)会主义思想学习教育。拓(tuo)展新(xin)(xin)时代文明(ming)实践中心建(jian)设,深化群众(zhong)性精神文明(ming)创(chuang)建(jian)活(huo)动。建(jian)强用好县级融媒体中心。在乡村深入(ru)开展听(ting)党(dang)(dang)话、感党(dang)(dang)恩、跟党(dang)(dang)走(zou)宣讲活动(dong)。深入挖掘、继(ji)承(cheng)创新(xin)优秀传(chuan)统乡(xiang)土文化,把保护传(chuan)承(cheng)和开发利用结(jie)合起来,赋予(yu)中华(hua)农(nong)耕文明新(xin)的(de)(de)时代内涵。持续推(tui)进农(nong)村移风(feng)(feng)易俗(su),推(tui)广积分(fen)制、道德评议会、红白理(li)事会等做(zuo)法,加大高价彩(cai)礼、人情(qing)攀比、厚(hou)葬(zang)薄养、铺张浪费、封建迷信等不良风(feng)(feng)气(qi)治理(li),推(tui)动(dong)形成(cheng)文明乡(xiang)风(feng)(feng)、良好家风(feng)(feng)、淳朴民风(feng)(feng)。加大对(dui)农(nong)村非法宗教(jiao)活动(dong)和境外渗透活动(dong)的(de)(de)打击(ji)力度,依法制止利用宗教(jiao)干预(yu)农(nong)村公共(gong)事务(wu)。办好中国农(nong)民丰收节。

  (二十六)健全乡村振兴考核落实机制。各省(自治(zhi)区、直辖市)党委和(he)政府每年向(xiang)党中央、国务院报告(gao)实施进(jin)(jin)展(zhan)情况。对(dui)市县党(dang)(dang)政(zheng)领(ling)导班子和(he)领(ling)导干部(bu)开(kai)展(zhan)乡村(cun)振兴实(shi)绩考(kao)核(he),纳(na)入党(dang)(dang)政(zheng)领(ling)导班子和(he)领(ling)导干部(bu)综合考(kao)核(he)评价(jia)内容,加强(qiang)考(kao)核(he)结(jie)果应用,注重(zhong)提拔使用乡村(cun)振兴实(shi)绩突出的市县党(dang)(dang)政(zheng)领(ling)导干部(bu)。对(dui)考(kao)核(he)排名落(luo)后、履职不(bu)力的市县党(dang)(dang)委和(he)政(zheng)府主(zhu)要(yao)负(fu)(fu)责同志进(jin)(jin)行约(yue)谈,建立常(chang)态化约(yue)谈机制。将巩固拓展(zhan)脱贫攻坚(jian)成果纳(na)入乡村(cun)振兴考(kao)核(he)。强(qiang)化乡村(cun)振兴督查,创新完(wan)善督查方式,及时发现和(he)解决(jue)存在的问(wen)题,推动政(zheng)策举措落(luo)实(shi)落(luo)地。持续(xu)纠治形式主(zhu)义、官僚主(zhu)义,将减轻村(cun)级组织不(bu)合理(li)负(fu)(fu)担(dan)纳(na)入中央基层(ceng)减负(fu)(fu)督查重(zhong)点内容。坚(jian)持实(shi)事求(qiu)是、依法行政(zheng),把握(wo)好农村(cun)各(ge)项工作(zuo)的时度效。加强(qiang)乡村(cun)振兴宣(xuan)传工作(zuo),在全社(she)会(hui)营造共同推进(jin)(jin)乡村(cun)振兴的浓厚氛(fen)围。
